According to Reuters, British engineering and design group WS Atkins plans to expand in Southeast Asia to target a growing number of architecture, urban planning and rail projects in the region. One of its planning projects in Vietnam is at Vung Ro Bay for Vung Ro Petroleum Ltd.
Atkins has drawn up plans for a new community in Vung Ro Bay, situated on Vietnam’s most easterly point. With direct links to Tuy Hoa and its airport, Vung Ro is ideally located for business and tourist visitors, as well as permanent residents. Significant elements of the plan include a marina, a resort hotel and luxury villas.
Hakim Khennouchi, Atkins’ lead design director, said: “The masterplan draws its inspiration from the natural beauty of the surroundings and an aspiration to create an integrated walkable community space. Our design approach is based on the understanding of the location’s characteristics, with climate being a key consideration and allowing for greater planning flexibility to respond to different market demands.”
The location is largely mountainous with distinct peaks and highland areas. Low plains located between the uplands have been optimised to include most of the built up development. Key design principles have been applied throughout the masterplan to include: sustainability, identity, adaptability, diversity, public realm, compatibility and accessibility.
Three distinctive areas have been identified as the Marina development with its cascading tier design allowing direct sea views, the Village occupying the valley plain, and the Bai Mon with its sandy beach resort and the historical 1890 lighthouse. A green thread links physically and visually these areas to form one integrated and cohesive design. This ensures the main amenities are readily available within a short walk, providing a series of spatial experiences and reinforcing the interconnected and unified layout masterplan. Concepts for the infrastructure and the utilities have been formulated to support the design approach.
Appropriate sustainability elements have been embedded within the masterplan to address the infrastructure, engineering and the built environment in general. The key aims are:
- to reduce the impact on the existing landscape
- avoid contamination of the natural watercourses
- consider and mitigate the flood risk
- use the local technologies and methods
- reduce the energy demand
- conserve water
- reduce waste
- and improve safety and the quality of life.
Atkins is now working on concept designs, with construction due to begin in 2014.
